How many districts have territory in the State of Virginia?

Currently, District 18 covers the northernmost Virginia counties of Clarke and Frederick, along with the DELMARVA peninsula counties of Accomack and Northampton.  District 27 covers the northern Virginia counties of Arlington, Fairfax, Loudoun, Warren, Rappahannock, Prince William, Fauquier, Culpeper, Page, Shenandoah, Greene, Madison, Orange, Spotsylvania, Stafford, King George and Westmoreland.  District 66 has the rest of Virginia.

Prior to July 1961 the state of Virginia was within District 36 with only the counties of Clarke, Frederick, Accomack, and Northampton being a part of District 18

On July 1, 1961, Toastmasters International issued a provisional district status for District 66. The boundaries were established, with a line just south of the counties of Rockingham, Greene, Orange, Spotsylvania,  King George and Westmoreland forming the northernmost boundary of District 66 and the North Carolina border our southernmost. This is why District 66 is called the greater part of Virginia.

On July 1, 1989, another District was re-formed from District 36.  The new District boundaries were defined as the southwest and southeast quadrants of the District of Columbia; the part of Prince George's County south of the line for District 36; Charles, Calvert and St. Mary's counties in Maryland; and in Virginia: the counties of Arlington, Fairfax, Loudoun, Warren, Rappahannock, Prince William, Fauquier, Culpeper, Page, Shenandoah, Rockingham, Greene, Madison, Orange, Spotsylvania, Stafford, King George and Westmoreland. Independent cities within those county boundaries were also included. There were 111 clubs in the new District 27 on the effective date of July 1, 1989.

Effective July 1, 1997, Rockingham County was ceded to District 66 as a result of resolutions passed by the District 27 Council and approved by the Toastmasters International Board of Directors.

On July 1, 2011, a new District will be re-formed from District 27.  Having grown from 111 clubs to more than 235 clubs in 21 years, the District 27 Council passed a resolution in May 2010, approved by the Toastmasters International Executive Committee to re-form into two districts.  The boundary between the two newly formed districts are (from the Chesapeake Bay) using the Potomac River north to the Wilson Bridge, then west/northwest along the I-495 beltway, the east on I-66, then northeast along the Arlington County Line, and back to the Potomac River).

With the exception of Clarke and Frederick counties being a part of District 18, northern Virginia will remain a part of both newly re-formed districts.  District 27 will include Arlington County and parts of Fairfax county inside the I-495 beltway.  The new District west of the boundary split will encompass northern Virginia outside of the I-495 beltway. It includes the counties of Westmoreland, King George, Stafford, Spotsylvania, Orange, Madison, Greene, Shenandoah, Page, Culpeper, Fauquier, Prince William, Rappahannock, Warren, Loudoun, Northumberland and parts of Fairfax outside of the I-495 beltway and west of Arlington county (north of I-66 inside the beltway).
